CORE TRADE
Workers who are eligible for registration include locals as well as suitable longer-staying and experienced foreign workers who have been working in the construction industry in Singapore. Core Trade personnel, through registration, are recognized for their competence and experience in their respective trades.
REGISTRATION CRITERIA
There are 2 key criteria that construction personnel have to meet before they can be registered as Core Trade personnel:
Personnel are skilled
He must be skilled in his trade, to ensure that construction works are carried out in a proper manner, and high quality results are delivered.
A worker’s skills in his trade can be inferred from the trade skills certification that he has acquired, and if necessary, verified through a skills assessment.
Personnel are experienced
The more years of experience a worker has in the construction industry, the more familiar he is with his trade.
During application, a worker interested in becoming a CoreTrade personnel will be assessed based on his skill qualifications and experience. If necessary, he will also be required to undergo a skills assessment (for tradesman applicants)/ skills assessment + written test (for foreman applicants) to verify his competency in his trade. The written test will be in multiple-choice format with translation in Chinese, Thai and Tamil.
BENEFITS OF CORE TRADE REGISTERED
1. Entitle to lower levy as gazette on Annex A – Schedule Of Foreign worker levy Change In 2011 Government budget announcement.
2. Deployment to projects of value S$20M and more for General Builders as required under Building Control (Amendment) Act. for New Building Works, Additional and Alteration Works and Civil Engineering Works.
3.WTU (Workforce Training and Upgrading scheme) funding for workers who passed the Core Trade Skills Assessment.

MULTI SKILL
The Multi-skilling Scheme complements the CoreTrade. Scheme,which caters too workers specialised in key construction trades. It aims to build up a pool of workers who are competent in multiple constructionn trades to carry out more than one type of work tasks on-site. Employers will have greater flexibility in deploying multi-skilled workers on-site, hence reducing the downtime and improving their productivity.
WHO CAN QUALIFY TO BE A MULTI
SKILLED WORKER?
The Multi-skilling Scheme will commence registration of eligible construction workers from 1 Jul 2012 onward. Workers will need to meet the following criteria to register:-
Minimum of 4 years of construction experience in Singapore(01)
and 2 acceptable certifications,
Any SEC or SEC(K) certifications ; or
Sijil Pelajaran Malaysia (SPM) certification, for Malaysian WPH.
For second certification:
Any SEC(K) trade certification in a different trade from the first certification
Note:
During registration, the employer will need to produce documents showing the WPH’s years of working experience in Singapore.
